Matheson just voted to spend another 32 BILION dollars that we don't have, so these same kids that will benefit now will end up paying through the nose for the $32B plus interest for the rest of their lives, on top of the rest of the bloated pork filled spending coming down the road.
Huge increases in tobacco taxes will never raise the money they are counting on, but merely help reduce the number of smokers.
Reducing smokers is a good thing.
