While I am sure chevron will have to pay for it unless it was negligence in their part that caused the spill, I don't see them getting a fine. Stop thinking the world is black and white...there are many shades of gray.

Every penny they have to pay for the cleanup will just be tacked on to your next tank of gas...

This leak was caused by a 3rd party. Someone was digging with out the proper permitting and hit the pipeline. Chevron is not in fault.
