SR-14 doesn't go from Cedar City to Panguitch. It goes from Cedar City to Duck Creek to Long Valley Junction with US-89 nearly 30 miles south of Panguitch.

Come on, if one wants to get to Panguitch from Cedar City one travels the length of State Route 14. Talk about picking nits. One could of course leave 14 about half-way along it length and take an even twistier and more scenic route 148 but 14 is still the road to take to Panguitch from Cedar City.
