S.L. service scholarship targets first-generation college students

While service in the community is vitally important to society, why is there no mention of helping to academically prepare students for college? A lot of hours spent in the community will not necessarily help a disadvantaged student be better prepared for the rigor of college classes as much as a focus on academic preparation would. This scholarship is a waste of resources that is yet another one of public ed's (K-12) brain drain on our higher ed resources.
