We should be INCREASING K-12 spending every year, including recessions. If we need to raise taxes on the rich, so be it.
I don't know if we should be raising the spending during a ressession. It would raise taxes for more than just the rich if we did. We definitely don't need to cut the money, though. There's little enough money to go around as it is.
