It's all part of growing up!
Let kids be kids!
From what I understand in this article, anyone under 18 would not be eligible for a felony charge. I struggle with this. I believe there may be circumstances when some teens are promoting or coercing others to be involved, this should still be eligible for a felony. I do not want to see a teens life ruined by for a stupid incident, but I would hope the system could teach and encourage better behavior and still deal with those who exhibit predatory behavior. Many of our teenagers are over exposed to sex, to the extent some become predators. Keep working on this, be reasonable and good luck.
This country is going to hell in a hand basket.
