Because of the tough economy and high prices, I too have been looking to save money on back to school shopping. My quest for saving has made a follower of bargains websites like unodeals.com. It is takes a little patience but the selection and savings are well worth it.
When my kids were little my friends and I passed down clothes to each other. I also passed down to the next child in line in our family. Maybe getting all the mom's in your Ward to have a back to school clothes exchange would work. Set it up like a store and then shop. There should be a limit on the number of pants, shirts, shoes, etc that each child can pick out. That way there is no hoarding. Anything to help make the dollar go further.
a stake wide clothing exchange. Everyone donates clean clothing they don't need and the Relief Society spends a couple days setting up the stake center like a department store. Everyone goes through and takes what they need and all that are left over get donated to DI. I have outfitted all my kids this way (for free!) and only have to purchase new shoes, socks and underwear!
I couldn't clothe my kids nearly as well without this program.
