Excellent idea since a study by Dr Scot Dowd has shown
"that the classification of dog breeds and dog breed types(breed groups),with respect to their aggressiveness towards humans is not supported scientifically.(Can be seen on Animalfarmfoundation
Enforce existing laws(Leash,licence) and throw the book at the owners who don`t comply(remove & rehome the dogs of repeat offenders) and remove Dog Fighters from Society.
Treat the victims of the abuse(dogs) as individuals and adopt them out if they are sound, as in the dogs abused by Vick.
At least 1 is now a Therapy Dog.
