"Will work become an excuse to become inactive in the church?"
Why would they be looking for an excuse? If someone is looking to be inactive, I suppose one excuse is as good as another. If someone has a strong testimony and support from the church, they won't be looking for an excuse.
We were always taught, even in Primary, that if you try to do the right things, God will bless you with what you need. This article is addressing a need that just doesn't exist to a faithful member.
