Col. Phillip St. George Cooke was not Johnston's replacement. When Johnston was transferred in March 1860, he turned the command over to Lt. Col. Charles F. Smith of the 10th Infantry. Smith commanded the department for nearly a year until Cooke returned from a European trip. Smith was then trnsferred to Washington DC and Cooke took over and began the process of deactivating Fort Crittenden, the name he had given Camp Floyd when John B. Floyd "went south."
