What needs to happen so as to avoid the constant expense of road construction is a means of discouraging expansion of business in the metropolitan areas of the US or any place. We could do that through taxation but a better way is to decrease the work hours of people who have to commute to the large metropolitan areas. 30 hour a week to start.
Lets start with the Federal and State Offices. Move them to Price, Cedar City or Wendover and they could then work a 40 hour week.
