This is an important Bill - at least they got the Title right! The details of the Bill should be modified to support State responsibility, rather than adding another layer of redundant law. I hope federal legislators will be wise and use Utah's State laws as a guide for influencing other States.

Kids deserve to be protected while they are in treatment. They facilities they attend also deserve to be protected.

This Bill can do a better job of targeting the abusive programs, while ensuring that family-oriented, accredited and licensed programs like mine (New Haven - newhavenrtc.com) are not overly burdened and can remain in business.

Also, it is strange to me that the Bill targets only private treatment centers, and not government-run centers where most of the deaths and abuse happens.

It is a great bill except for the students having access to the phones. Every student is going to want to call for every little thing. I believe that after a few thousand calls this will have to change. There will be no logistical way for the state to go and investigate every time a student doesn't get strawberry jelly, but grape instead. Other than that I think it is right on.
