The line item veto is good because it puts the President in the position of actually cutting, or not cutting some government spending. The Congress all hide behind each other and never get blame for irresponsible spending or cutting. With the line item veto, a President would be the one person who had to put it on the line and be publically responsible to lead on fiscal decisions. Right now the only thing a President can do is ask Congress for stuff and then either sign a huge pork laden bill or veto the whole thing which isn't realistic because of all the essential stuff it has in it. I'm not sure a President really would want that kind of responsibility if they thought about it, but that kind of leadership is exactly what we need in the country right now.
