the cost to the consumer to install and have read monthly a separate meter for charging electric or hybrid cars would be more than what the tax would raise. Haven't they already solved this problem in addressing CNG vehicles?

One of the advantages of electric cars is less pollution. You know, that global warming thing. They should offer financial incentives to cover the additional costs to purchase these cars.
