Pre-employment drug screenings and background checks are going too far for 99% jobs.
If you are working with kids or the elderly, large amounts of cash, sensitive information or heavy equipment then yes it is important to check for drug use and criminal record.
Otherwise no... what a person does on their personal time or has done in the past should have very little bearing on their employability.
I've always found it funny that someone who goes home and slams a case of beer every night is perfectly employable but someone who smokes a few joints after work isn't.
