This is a knee-jerk, emotionally made decision with no scientific or factual basis. They did not show that any surface mining would be visible from the Grand Canyon, nor that any environmental damage is likely to occur. Just because something is "near" a national park -- and geographic location needs to be defined precisely -- does not mean it would affect the park in any way.
Jobs and resources are more important that emotional satisfaction.
