The foster parent care in Utah has had limited success with more horror stories of abused and mistreatment of children in foster homes than the law should allow. Foster parents are paid by the state as an occupation baby sitter for children the state kidnaps from their families. This program has proven to be mismanaged and child abusive and is why people do not want to be involved with it. Kindness in this organization is superficial and money motivates its actions.

Then in many cases this organization encourages illegal parents to desert and abandon their children when they leave this country without accountability. Then try to farm children of illegal aliens out to homes at more tax payers expense.

If a state run organization has the funds to advertise then they have too much money on their hands and some unethical mismanagement problems.

Perhaps if the billboards can attract more and better families to do this, it would be a good thing. I've seen a lot of great foster parent situations but I've also seen too many like what My2Cents described above where the parents didn't do too much or were even abusive.
