This is huge. How often are social programs successful to this degree?

As long as free agency exists, homelessness will also.

Time and time again there have been homeless persons who have proved that one can rebound and return to an organized and stable life. It is of my firm belief that the majority of homeless persons are in such a position, or at very least they remain in that position of their own accord.

While mental illness obviously plays a role here as well, I do not include everyone in my claim. I simply believe that most people, if they desire it above whatever got them there, will certainly find their way out.
