Interesting thoughts about whether to over-practice 3-footers. For myself, my first instinct is usually my best, so even practice swings before putting give me worse results.
In fact, I practice the longer putts most often, as we get those a lot as amateurs who don't stripe the pin on every approach. As a result, I sink at least one 20+ footer nearly every round I play.
Short putts, after practicing longer ones, become easier to make. No need to psyche yourself out over short putts by practicing them a lot.
