It's all political posturing, just like they did with the budget. It's a show put on for their own entertainment. When the time comes to actually sit down and vote the debt ceiling will be raised, simply because it must be. To not raise it would send the global economy spiraling out of control, and everyone in DC knows it. They just want to see how far they can push it before bad things start to happen.
Markets are getting antsy already, and we're still 3 weeks out. We all know that DC works for Wall St, so once the market starts to decline over default worries they'll sit right down and get to work. Heaven knows the big banks and investors don't want to risk losing the huge piles of money they are sitting on.
