I like option #3 in Jon Wilner's analysis of the forthcoming PAC 12 network. It will bypass all the problems associated with distribution associated with satellite and cable TV. A hybrid of #3 with either #1 or #2 may also work but if not then I say go entirely internet TV in partnership with Google, Apple, or Yahoo. Every moblile device plus home TV's any where in the world with an internet connection will then have access to the PAC 12 inventory. Talk about exposure!
