Sadly, I work in an office where most people hoard their hours. It isn't because they wouldn't love to go. I only work part-time hourly and don't get those hours, but I watch as others are guilted by upper management to stick around. It's sad when people are given benefits they don't feel they can use.
Oh, yes...if I don't take mine, I lose them at the end of the year. They do not carry over, nor do I get paid for them.
I've never taken more than a week at a time, and I get 3 weeks total for the year. (Don't want to push it too far!)
Luckily, I can take a day at a time, or a whole week at once, so that makes it easier.
I agree, paid vacation is a wonderful thing!
When I was working I guess I hoarded my vacation hours. I tried to never have less than 4 weeks vacation saved. I just always felt like I needed a cushion in case I ever got really sick and ran out of sick leave or had a family emergency. It had nothing to do with my employers making it hard to take vacation or feeling like my job couldn't survive if I wasn't there.
i did not take vacations because i did not want to---i enjoyed my work and felt valued and wanted to protect my position there---if i was gone i felt they would learn they could get along without me and the next time they felt a budget crunch they would remember that---my feeling was correct in the case of my last job---i used vacation days to go see my mother in her deathbed and was informed upon my return that i was laid off---
Have some savings and be debt free! You'll be amazed at how much less control your boss/management have over what you decide to do.
I'm allowed to carry over a paltry 40 hours, so I'm forced to use it or lose it. Normally I'd accrue as much as possible and get a payout when I change jobs, but my employer also does not pay out accrued PTO... it's just sad all around.

I would say this. Save time off for a 'rainy day' & have some for a vacation in the future.
But please, have a specific vacation in MIND.
Don't just save for an astract, will never come, day. Set a vacation you want...
and take it.
Vacations are unnecessary in our modern world. We all work to survive and when we stop working we stop surviving. No one should be allowed to have vacations that pay them while they are sitting on a beach, lounging by a pool, skiing in Aspen, or driving to grandma's house. No one!
Except for me tomorrow and Friday when I'll be taking some vacation to watch some hoops.
I use most of what I earn in a year, and donate the rest to people who are desperate need because of extended illness of family illness.

I use my vacation time a day or two at a time for fun things or projects at home, but still save most of them up during the cold months for one- or two-week motorcycle trips in the warm months. I think a week at a time is great, as you feel like you've gotten away and had an adventure, but they still remember you when you get back to work.
I like to send postcards to my friends at work and elsewhere. I still see some of them tacked up from last June's trip!
Here in Germany you are forced to take your vacation and everyone does.
Even my American friends who live here wouldn`t dream of giving one day away.
(They use it to spend 6 paid weeks in the US.)
