Who in the world would require that perfect accountability be required for reconstuction funds. You know that some of the money for any reconstruction will not be used perfectly. The US cannot guaranty even for its own contracts be with out extra hands in the pie. It seems that stupidity reigns supreme still in the leadership of the US Congress.
Accountability is impossible to find in this government. "Two for me; one for you" is the best this corrupt junta can do.
Haiti is Obama's Katrina -- change for the worse.
