First of all you need people in education and the legislature willing to be held accountable for educating only american citizens. If foreign nationals and their offspring want an eduction, make them pay for it with cash.
Cutting the excessive 20% + foreign nationals from public funding you leave more for the deserving Americans. Americans deserve to reap the rewards of their citizenship and the country they support.
