I love all of the excuses given by the DNR as to why the deer herd has not recovered from a supposed harsh winter 20 years ago. I can tell you the real reason why the Utah deer herd is suffering drastically. The worse management in the entire Western United States... The DNR's priorities go something like this: $$$... how can we make more $$$... And how can we BS the hunting community into thinking we currently have 300,000 deer in the state? When the DNR decides they want to stop over hunting deer while under hunting predators and start managing like neighboring states then the deer will recover.

Other than the Monster Bucks passed around the internet - usually by guides mining for business - DNR has managed my backyard herd in Bountiful so that the Biggest Racks in Utah feed on a smogasbord of bulbs, apricots, peaches, apples and any flower that has an attractive bloom. I've lived here 30 years and continue to be amazed that the deer were "here before me" - no idea that they were so long lived.
