sounds like Sterling ATM was going to get the loan anyway. in this case, at least, the bill adds nothing to overall economic activity.
Bait and switch? You betcha! Businesses need more than loans, they need to know the federal government will stop targeting them for higher taxes and more regulations. They need to know when they take a risk that they will be rewarded not punished.
