What's with the no citation issued? That seems to happen a lot. When did it become open season on pedestrians? They had the right of way, cite the driver.
Sometimes sunlight in the horizon or bouncing off objects (car windows or buildings) make it hard to see pedestrians.
My heart goes out to the women who were involved, and to the 18 year old driver.
