Urban whitetail population? Is that what these animals are? I think they are urban mule deer.
Fence your gardens and plants. Drive slower. Quit building in the deer feeding areas.
The Bountiful resident herd has been there for 35 years. When I moved there, the herd was larger and grew fat and sassy on my shrubbery. They are all mule deer. More move down in the winter but many stay all year.
Donate the killed deer to the food banks like they do back East.

You obviously do not live in Bountiful. Those deer frequently 'feed' all the way down into the older areas of Bountiful where many homes are over 100 years old.
Be careful when you make statements based upon your assumptions, which not based upon the facts.
