Is Nevada going to be allowed to create disasters like California has done to many ecological areas in its state? There has to be a line drawn to prevent ecological disasters. An example of a disaster is the one in Russia where development and draining water from one of their biggest lakes in the country has been drained dry. Destroying a fishing industry and habitat. This visible disaster in Russia is an example of abusive development. The kind of development that Las Vegas has been doing for too long.
Las Vegas has reached and exceeded its limits on its resources and they want to plunder from what others have. It's not a matter of economics, its a matter of survival for those they want to plunder. This underground water is a limited non replenishing supply they are focusing on. To satisfy uncontrolled development does it mean we have to sacrifice 10,000 lives and livelihoods?
Las Vegas has bled all their own state resources dry is an example of why they should not be allowed to further destroy more ecology, more cities, and more lives. Las Vegas sacrifices cities to please their glut for gambling.
"If water use by existing users is compromised, the agreement also establishes a fund to compensate existing users."
Is this fund supposed to allow compromised users to go down to the local 7-11 and buy bottled water for their livestock and crops? There won't be any alternative water available at any price.
It's time for Las Vegas to construct a pipeline to either the Pacific Ocean or the Gulf of California and build a desalination plant to meet it's future water needs.
