This is a curiosity. The government only has three proper functions: military, police, courts. Yet when it comes time to provide proper police equipment a bond must be floated. Tax revenues are insufficient because they are being spent on improper government activity (e.g. roads, schools, food stamps, scholarships, etc. etc.). There's just none left for any proper government activity. How sad!
