It's apparent from the headline of this city council coverage in one of the city's leading daily newspapers why this budget passed. Luke Garrott is right, except to expect comeuppance next year in any form. What's actually going to happen is the cause and effect analysis future years will fail to correlate higher juvenile justice expenditures and lower overall revenue with this year's cutting of youth programs. It's hard to pinpoint missed opportunities.
