I guess the SLC library joins the ranks of places like the Paris Opera House etc. that have beehives on their roofs. Throughout Europe many public buildings and private city homes place their hives on their roofs. Most people don't even know they are there. NYC recently updated their bee ordinance to allow bees again in the city (they were there already, just not legally). It is not unusual or have beehives on the roofs of a Manhatten ro Brooklyn high rise. NYC honey is sold to residents there at about $20 per pound.
