Why not put this up to a contest and then combine all the good pieces into one great design? If you're willing to pay $50k for it then pay the winner(s) a few hundred dollars and put their names on a plaque at the completed site and then pay a planning consultant the rest of the money to finalize the plan. That will give the community more ownership of this and they'll then feel more invested in the site once it's built.
