Idea is to balance rights of landowners, use of public waters

This problem arose because too many fishermen are not considerate of landowners. If all fishermen were courteous, cleaned up after themselves, and respected property rights, this problem would go away.

So my question for anglers is this:
Would they support a fee increase on all licenses, or should the division create a "stream-fishing" stamp to fund more Walk-in Access points from private land to the streams?

Jim Karpowitz gave the following statistics about where people fish:
Lake only – 27 percent
Stream only – 7 percent
Both – 66 percent
