It seems rather obvious that this involves public education. This decision has city-wide implications; the city should be prepared to explain it and not try to prevent inquiries by imposing financial hardships.

Rather than stonewall, the City should sit down with Salt and come up with ways to facilitate his request. In my experience, the problem is often that the record requester isn't familiar enough with the structure or content of the government's records to fine-tune the request. A cooperative government agency would spend more time and money trying to provide the relevant records, and fewer resources litigating the issue.

The City sends the wrong message when it focuses its energy on blocking access. Think outside the box, guys, and find a win-win solution for both you and Salt.

Unfortunately, there is no way to civilly deal with Salt, he just doesn't want to listen to any voice, but his own. I think they should stonewall him until after he gets put away for the AGGRAVATED ASSAULT. His trial is set for tomorrow...
