After any disaster of magnitude adoption halt in a country. Not because of what transpired with that idaho woman. But to ward off trafficking. As it was it took 3 years to get a child adopted and through immigration.. The only kids officially allowed out were kids already in process and perhaps already adopted just waiting on immigration. The wait was waived for humanitarian reasons for those who already were match and adopted the kids.
Aid workers can't just go there and decide they are adopting this child or that. It's cruel to the worker and child to entertain the idea. Just after the quake an official announcement was posted on US government international adoption page. Even when the child was already in orphanage before the quake steps are taken to ensure the child is truly free for adoption. Many are not in orphanages because their parents are dead but NGOs can't seem to feed the entire family. No government orphanages.
