I think it is a good idea as long as the paper has good content and offers the reader something of value. If the paper does not do so, this could basically turn into glorified panhandling where homeless are harassing people to give them a dollar for a "token" newspaper.
I think that the homeless vendors of this paper should have training regarding the proper way to sell it, and they should agree to do so in a respectful way. If they don't do so then they are not allowed to sell it anymore.
Could be a good project.
It's successful in Chicago.
