This is the problem of governments contracting with outside business. The business hires unqualified and trusted employees then underpays them to the point that they feel they deserved some job benefits.
This is how all contract services are done for all government departments, riddled with fraud and corruption and no accountability or oversight. They get what they allow, corruption. I've never seen or even heard of an honest contractor.
Just like in Medicare and medicaid and welfare, fraud is a lucrative business.
