I see nothing wrong with letting the girls wear shorts - knee length shorts are more modest anyway. I always wore pants as a girl to school. But - if it's a matter of accommodating trans-gender students, and not simply what's practical - I'd be sending my girls in skirts no matter what. I guess I'd just put some shorts under it for modesty's sake.
