Easy fix to this

All the water districts have to do is deny any new connections to their system, especially if it is stressed beyond ability to provide. Can't do that? Why not?

Conservation has to begin with available resources, the users already do their best to conserve. These water laws are not effective or legal legislation for water companies who are forced to override conservation efforts with new over development. The water companies do have that authority but are afraid to use it.

Hiding

Way to go Cities! What are you really hiding? Poorly performing employees or is it worse than that?

Hypocrisy

Another example of how "socialization" doesn't work. Give the water rights to private companies and they'll make it better. Do you really want frivilous water companies, post offices, and school districts running our health care? I sure don't!
