Shouldn't the focus be on NOT prohibiting the vast majority of hazing activities that aren't abusive or particularly dangerous, whether they involve alcohol or not? Nobody is forced to join an organization that hazes, so the "victims" are there voluntarily. If enough people decide that they won't tolerate being hazed, then the organizations will have to change or disappear for lack of membership, no legislation required!

Kind of reminds me how we could have handled smoking in bars without legislation, but of course that didn't end well either.

Hazing is assault and takes away the dignity of the people involved. It should be banned. I was a tough guy who successfully went through it for the athletic club in high school here in Utah. If I had it over, I would not have joined. It was not worth it. No good came of it except for my lack of respect for the initiation activities. While I don't hate the others involved, I don't have too much respect for them 35 years later. A religious society should not condone it.
