The Governor Doesn't have to approve a meeting of the Legislature "otherwise it would be illegal." President and the Speaker were simply making a joke - noticing up the meeting would satisfy the Law if there were a majority of each body of Legislators. How long have you been covering utah politics?
I know they had business to finish, but the public showed up on time, and the legislature started an hour late. That's a bit much. Either cancel the meeting and reschedule or send someone out to make an announcement that the meeting will be starting later. I missed some schedulued time with my family.
Come on, its just common courtesy.
And its not just this meeting. I cover a lot of the meetings for my job, and I have seen a general improvement in the timeliness of the starting and ending of meetings. There is still some room for improvement.
