stalling tactics like studies and resolutions to congress are not what the people want. I am extremely disappointed that Scott McCoy has again drug this out.

Sen. mccoy must have a bunch of rental properties that he rents to illegals. Just pass the bill, if you are going to debate the bill ad nausem untill you don't have enough time to do something about it them at least enforce existing laws to deport illegal aliens. The majority of Utahns want this law passed and we are well aware of the stalling game you are playing.

Measure twice and only cut once. Why not be sure to do it the right way first? It is because of poor laws on the books today that we have these problems. Senator McCoy has something you obviousl don't - a legal education. Poor laws make for endless court battles, where the judges are left with the dirty work of trying to clean up the mess legislators like Hickman make. If you watched the debate in support of the countless amendments Hickman proposed yesterday, it was obvious he had no idea what he was talking about. This is why we need to carefully study out the issues in order ensure the laws we pass are effective and clear.

So what does all the sound and fury so far signify? Nothing. It's just more of the same old"quick,look busy,they're watching us again" nnsense. Fire the bums,one and all come election time,and start over.

is that what they teach in law school, how to delay and obfuscate til the other party gives up? McCoy knew the bill was coming and he had a good idea of what was in it. If he had had any presumption of actually doing anything other than delaying, he would have tried to work with Hickamn before hand. At least if it goes to court, the court can say exactly what it doesn't like about it, but the court can't rule on anything it hasn't seen, and it won't see anything until the legislature acts.

The sad thing is - the bill is still gutless. It doesn't require private employers to verify legality. Without that, businesses still get to make their profit by hiring illegals. If we want to solve the problem, you have to start at the root - employment verification.

Born American and Paul are RIGHT ON!!! SB97 is a absolute farce. STUDY the issue - and the article fails to mention that SB97 will cost taxpayers $25,000. Debate these bills all you want spineless representatives. SB81 still gives welfare to illegals, tax subsidized college education, and does nothing to penalize private business from hiring illegals. Forget Landlords - they can't pay rent if they don't have a job. Gutless representative - gutless governor. Utah is now a SAFE HAVEN for illegal aliens fleeing other states that have passed real laws. An article in USA Today quoted illegals as saying Utah was now their destination because "the don't have any laws."

Funny as it sounds, laws passed by the legislature are meaningless without enforcement and proper administration. Laws are efficiently executed and enforced only when the language or legislative intent is clear. Otherwise, either the legislature must amend ambiguous language or (more commonly) the courts must interpret the law as is.

Court battles are costly - involving both private and public monies. It only makes sense for the legislature to eschew temptations to pass emotionally-based laws that "sound good at the time," for laws founded upon solid research, unambiguous language and clear intent. Sen. McCoy is fulfilling his duties as a public servant by ensuring the best and fairest laws are passed.

The courts shouldn't have to serve as the savior for clumsy, uneducated, Hick senators who don't take the time to research the ramifications of their own bills. This leads to dreaded "judicial activism." (A.K.A, Legislating from the bench.)

What you call obfuscation I call careful governance. Laws are not made to fit on a bumper sticker. You can't vote based on a "good idea" of what a bill says. That would be highly irresponsible.

Current laws concerning illegal immigrants are not being enforced. We don't need more red tape---those poor immigrants can't even read English!

One side effect not being considered about hiring illegals is the penalization of people who do hire them unwittingly: then the jack-booted troopers descend upon innocent Americans, confiscating everything one owns and throwing us in jail.

Ordinary American citizens should not be required to enforce laws against illegals. We are not lawyers or policemen. We just want to earn a living and help out a few people who are not so much different from the rest of us.

Let's go with forming an investigative committee and give the good guys time to contribute some compassionate service, and tackle the problem during a non-election year when everybody is less heated up from presidential politics.
