House panel keeps bill on boater safety afloat

All boats should have one or more people on board that have passed the boater safety course just like an auto licence. Obviosly not many boaters are aware that they are responsible for the wake they create plus the age limits for wake runners.
The coast guard reserve is only too hapy to administer the course.
