It quoted EPA administrator Stephen L. Johnson as saying the administration wants a clear national solution, "not a confusing patchwork of state rules." He noted that the EPA has determined that a unified federal standard requiring new cars to get an average of 35 miles per gallon will significantly reduce greenhouse gases from vehicles in all states.

So, the Feds want a clear solution but one that isn't as stringent as some states want. Since when does the Federal Gov't get to tell the states what to do? Oh yea, all the time. When is that good? Never.

Simple Solution?

Maybe a simple solution for Utah would be to stop generating electricity that's sent to California. That should lower our CO2 emissions by a bit.
