Those start up costs are ONLY if they totally replicate the current district's set up! There is no need to do that! Many district services can be shared. Some things can be done better by local school staff, and some things aren't as important as involving the local patrons in their own governance. But we do need to look at some things differently.

Why have one school bureaucracy when we can have three, four, five?! Heck, let's make every school its own district. Now there's local control! Who cares how much it costs?

But wait...if we are going to pay more taxes for education, shouldn't it go to schools, not smaller district? I guess control trumps logic.
