I testified on this proposed law not to advocate for illegal employees, but, to point out employers must provide insurance to cover workplace injuries. This is quid pro quo for injured employees not being able to sue employer. This proposal makes insurance companies the "deciders" on who gets insurance wage benefits. If decided not to pay, the insurer keeps the money it would otherwise pay to the injured workers. There are 68,000/yr. injured workers in Utah. The incentive is, obviously, cut off injured worker benefits and profit from unpaid benefits money. The worker, in reality, has no recourse against the "decider" and there is no penalty for cutting benefits off wrongfully. The proposed bill also IMMUNIZES employers who hire thousands of foreign workers by relieving them of the financial and legal obligation to pay for the inhumane, low wage, working conditions they put workers in. Isn't it just the employer/insurance company (not the public) pay for injured workers? Shouldn't they also be penalized for the illegal hiring? Instead Rep. Morley wants to reward,(think amnesty) to, employers for hiring non-citizens, line insurance pockets and make the public take care of the injured family.
