Classic Ralph. What side is he on? If he really saw that our dispatchers are going to be in the ruble in an earthquake, I'd think he be enthusiastically encouraging the voters to support the bond. It's like he can't bring himself to oppose the bond, but doesn't want the responsibility if it does pass.
