While I agree with most of your view of Besagno you forget one simple thing. Besagno is still a Generation Addidas player and thus his salary is neither paid by MLS nor does his pay effect RSL's cap in any way.
So unlike possible other dead weight on the roster, at least Besagno plays for free for Kreis and RSL.
Without getting any playing time, of course he is not progressing..........
