I can't believe that the weather could effect animals so much!

Something needs to be done to ensure that these animals have enough food and water to live on!

Is this something new? I doubt it. Perhaps instincts are working to prevent reproduction so that some will survive the dry conditions instead of all of them starving if the herds increased. Nature has a way of survival. Man is the one who screws things up with his good intentions.
